Why do we subsidize bad behavior in the US

Every government program we create always turns into path discouraging work ethic.
I realize we will always have poor people. But in the past 30 years we have had technology that can easily keep track of abusers.
Is it to keep down crime? The most crime ridden locations have very accessible welfare.
Is it to artificially prop up retail and grocery? Why can't Walmart and other big box stores pay the full wages for the labor they require.
Keep politicians funded by agriculture and housing lobby? The same thing is possible with a stable economy and low wage workforce. Arguably better since people will get better positions and thus earn taxable income.
So. What gives?

I'm not sure what you mean by this? I agree with your overall premise, but anyone over the age of about 7 could work a cash register. If you can count money you can scan groceries and hand someone their change. I don't know why people think they deserve more money to do something a second grader could do and would probably not be a miserable a-hole like most register attendants.
ETA: and the answer to your question is if you give people free shite you lock them into your vote forever. Especially when you're pandering to a generally uneducated demographic.

Walmart pays at least minimum wage.
Why should someone that scans items and hits enter even rate the money they do?
It's unskilled labor.
What they need to do, is have stores that have necessity items.
I remember when I lived in California they had WIC stores. Of course they could go to any other store that accepts it, but it would make ppl feel better they aren't using welfare for crab legs or smokes.
Yes, I know the difference between WIC and SNAP/FOOD STAMPS. just using as example.

There is no question that black people were still very much second class citizens in the early 1960's and that civil rights changes needed to happen. However, does anyone REALLY believe that LBJ genuinely had the best interest of black people in mind when he push the civil rights act through? A southern Democrat from Texas? Give me a break. It was done to make sure black people voted D after Kennedy had started the trend in his campaign.
Certainly I'm not one who agrees lock step with conservative principles and changes for women, minorities needed to happen (though I think it eventually would have happened on it's own accord simply through the evolution of the populace). But to think that these social program are anything more than a handout in exchange for votes is naive

Bureaucracies are in the business of perpetuating themselves. Once the agency/organization/Institution has sufficient strength it shifts its primary focus to fortifying and protecting itself . It becomes about protecting the organism against external threat instead of what it’s initial mission was. The surest way to test this theory is to introduce some uncomfortable Truth to the Institution and watch how quickly the focus become you as an external organism attacking them instead of what the issue is. It doesn’t matter if it’s a government agency, your church, your kid’s school , your HOA , anything.

They do have jobs that pay well at those stores...just not the cashier and shelf stocking jobs. Management positions pay well. The problem you have is that those lower paying jobs (cashier, shelf stocking, retrieving shopping carts) were jobs meant to be filled by teenagers looking to get some work experience and to make money for going out on the weekend, but so many of those positions end up being filled by workers in their 30's and 40's who have families to support but don't have a marketable skill to get them better paying jobs.

That's another problem.
People with jobs who aren't on welfare and are under qualified think they rate the same bennies (insurance, time off, etc) as everyone else.
Don't like it, fix yourself.
There's just as many issues on the positive side.
