Some of you need to get it out of your head that this is a black/white thing. It's much more of a liberal/conservative thing, and if conservatives thought of it the right way, something might actually be done about it.
This country is still something like 70% white, so if only 5% of white people are on welfare of some kind, they probably outnumber any other race or ethnicity.
Imagine a congressman or senator coming to the floor and telling the country that there are 2 million white people abusing welfare, scamming the system, and defrauding every one of us. Liberals would be out with ropes and pitchforks, and then you could scoop up the whole lot of them, white, black, or otherwise.

"Progressive Era" sees a major expansion of government (state and national) into local economic and social issues to the detriment of local charities, institutions (churches) and state governments.
16th Amendment - greatly expands the potential revenue to the national government - more $$$$ = more spending & more power/intrusion into areas previously untouched. Also comes at the expense of the states (state power and accountability).

Yes along with densely populated urban areas where the education is terrible as well. As much as you may want to make this about race, specifically minorites, it's not. Most low wage jobs are held by uneducated people. By doing something they perceive as "for them" you win their vote forever because they don't look at the specifics of an issue.

Here is a man who is wretchedly poor. He is extremely anxious that his surroundings and home comforts should be improved, yet all the time he shirks his work, and considers he is justified in trying to deceive his employer on the ground of the insufficiency of his wages. Such a man does not understand the simplest rudiments of those principles which are the basis of true prosperity, and is not only totally unfitted to rise out of his wretchedness, but is actually attracting to himself a still deeper wretchedness by dwelling in, and acting out, indolent, deceptive, and unmanly thoughts.

This hook is too good to be true. I sense there is an ulterior motive here and can just about see the argument for "living wages" underneath that sheep's clothing.
