If you are friends and you think it would be a terrible fit, express that to your friend and tell them you will be happy to write a letter on their behalf, but that you can’t support this move since you think it will not work out well for your friend.
If they still want to go forward with it, write the letter to highlight their strengths and wish them the best. If it works out long term, you helped, if it doesn’t work out, you did what’s best for your friend.
If you are colleagues, you have to consider if your reputation will be tarnished by supporting this move. Don’t put your professional reputation on the line to support a bad fit.
If your reputation isn’t on the line, then either “forget” to write the letter in time, write a neutral letter, or be honest about the best qualities of the person and highlight the types of support they would need to be successful.

A four year old who is crying hysterically tells the adult supervision that he hurt his finger. They try to calm him down. Boy doesn’t calm down and can’t explain why his finger and hand are hurting. Reasonable adult calls parent and offers a plausible option for what happened, because in their experience, splinters and bone breaks are common playground injuries. No kids report seeing the snake. Parent begins route to daycare. Kids come back inside from recess time. Custodian goes outside to clean up trash. Custodian sees and kills snake, asks to speak to director who isn’t available at the moment because he is meeting with the parents of an injured boy. Custodian informs assistant director that he killed a copperhead and it could be related. Assistant director tells director, who tells parents.

We share our location. It makes it easy to tell if someone has left a meeting and is on the way home to have dinner ready, without disturbing the meeting the call or text. That probably happens for each of us once every two weeks, and that’s as often as I check it.

All you who are against it should really give a train ride a try. It’s incredible. You can mix your own drinks, smoke your own smoke, every person could sleep at once, you can stretch legs anytime, the view from trains is better than roadways.
