This happens everywhere. ATM machines (what the hell are people doing), and especially convenience stores with people playing the lottery.
My dad had a Whataburger cashier so confused one time he got home with a burger with no patty on it. Drive thrus have always kicked his arse for some reason.

1. They are stupid.
2. A lot of "slow service" issues stem from these stupid customers.
3. They probably have separate orders.
4. They have no figured out that, by definition, fast food joints are not set up for complicated custom orders, e.g. "a Big Mac, but I want it well done and with extra special sauce, please remove the middle bun, no cheese".

Ordering ahead is the best thing you can do at these places.

Order in the app ahead of time, and if you arrive and there are more than 3 cars in line, switch your pickup from drive thru to counter or curbside. BK is also bad about telling people not to pull around yet once their order is taken. It is bad employees trying to game the timer system. That just slows down the line for everyone, but it doesn't count because the timer starts once the order is put in and the customer leaves the speaker.

Yes, mostly it's due to stupid people. And there's TONS of those bumbling along through life fricking things up for the rest of us.
But there's also the rare intelligent guy who's just as bad. I have a buddy who's really smart. Like Mensa level intelligent. But get him in front of a drive through sign ready to order and this guy will frick it up six ways to Sunday. We carpool to poker night once a week and we often hit a drive through to get dinner for the group.
He hates most fast food but loves KFC, so that's usually where we end up. He's seen this menu hundreds of times. He always orders the same thing, the mashed potato bowl and a Dr. Pepper. Always. Yet, every fricking time we pull up to order he stares at the menu frozen like he's deciphering hieroglyphics. It blows my mind! This guy successfully manages a $100 million dollar project at work and can't order at KFC!!!
He's highly ADHD so I chalk it up to that. His brain is in 30 different places at once.

I doubt it's 15 minutes. And if it is it's because they are having to wait to order.

A lot of BK customers are rude as hell too. The other day, I was trying to get to the gas pump at one of those where it’s a convenience store and a BK all together. Anyway, while I was trying to get over there some guy pulls up and then starts yelling at me. I think he called me a name no longer acceptable in decent society.

Karen and her black sisters.
Karen is pretty bad , but Black women are the worst. They will argue with the speaker , argue with another person in the car and argue at the window.
Karen does not want onions on her burger and she does not want too many pickles. Or she goes to Canes and wants them to make her chicken fingers without the batter.

I remember after hurricane Ivan in Mcdonalds in Pensacola standing behind mother (!) and child. Signs all over place screaming, "We only have cheesburgers" Mother asks child what he would like...."6-piece nuggets"

When I was in HS, I went to McDonald's with my friend and her mom. I had never been exposed to custom ordering before in my life. My family always ordered everything as it comes.
Her mom orders first and it's all "no this, extra that, this on the side" and then my friend steps up and does the same thing. I'm kinda weirded out, but it's my turn and I'm like "#1". And they stare at me like I'm supposed to say more.

I read an article a while back about how app ordering is making people customize orders to crazy degrees because it's all laid out in front of them. They said is majorly slowing down the food timing because it isn't as "assembly line" as FF once was. Fast food is now slow food.
