They express the facial emotion that goes with the sign. To us it looks like they over express the emotion. To them it’s normal. SIL is deaf and wife’s best friend is a CODA

Sign language is more just using their hands, using body language and facial expressions as well. Also, you're a dumbass.

The easiest way to describe it is eyebrows and lips are part of the signs, they are used sort of like punctuation in a sentence. It gives more context to the sign

Personally, as there is no “official” sign language, I think “signers” make most of that stuff up as they go along.
Take the word “mitigation”, every “signer” has their own sign language for that word...
