Same thing happened to me - except drunk driver ran over $600 mailbox. Driver lied about insurance and gave cops a bullshite policy number. The second I received tghe police report, I called the insurance company and he was not insured with them.

I mentioned this on here before but I was hit by a girl who failed to yield. She was messing with her radio and turned right into me, sending me straight into a telephone pole.
She didn't have insurance. Both vehicles were totaled, I had to go through my insurance. Nothing happened to her at all. She didn't get a ticket, etc. This was years ago, but it still bothers me when I hear about people who didn't have auto insurance, but was on the roll.

Maybe the laws should state, if you go to cancel insurance on a car, you have to show proof that you no longer have the car or show proof you got insurance elsewhere, and simply can't drop coverage on a car you still own.

I don't know what state you live in but what you stated is a misconception for a lot of states. In Florida uninsured and underinsured insurance only covers personal injury. Not property. You may want to check with your insurance provider. You'll be surprised how many people think uninsured underinsured applies to property. If you have good medical coverage, don't pay for uninsured underinsured. Is pure profit for the insurance companies.

Correct. Financing the monthly payments is added into the cost of the insurance. It's a good bet for the insurance company. My insurance company gives you about a 20% discount if you pay 6 month premium up front. I always do.

Update:
Talked to the police officer who took the report, told him and he said he would call the insurance and confirm and if he doesn't have insurance he would pick up more charges.
So he called me back a bit later and told me that YES he does have active insurance, so we compared notes on the insurance information and he had left out a digit on the policy number on the official report.
So, I did call and start a claim, will see how this goes.

i mean, yeah, what else can they do but fine people? If there were no fines you could just go uninsured with zero consequences, dunno what you expect the state to do.
Aggressive enforcement with plate scanning is ripe for abuse, if the auto scan only alerted on uninsured vehicles I'd be fine with that but it would slowly open up to other things, then if you have any little thing on your record you're going to be targeted.
