You're assuming the buyer knew ahead of time.
The bar doesn't open until 11am according to Google, so if his in-person visits to the house prior to purchasing were in the morning before the bar opened and had the bubble machine running, then its easy for the buyer to not know about it.
Google street view has day time imagery of the front of the bar in which it appears to be open for business. A-frame chalkboard signage on the sidewalk advertising oysters and drink specials, right in front of open doors. No visible bubbles in sight, despite the bar appearing to be open. So how can you say that he should have reasonably knew about the bubbles before buying the place?

Anyone that buys a property near a commercially zoned area, especially a bar in the French Quarter, then complains when the bar owner behaves exactly like a bar owner does, didn't do their due diligence.

Homeowner is an idiot. He’s VP of Cafe du Monde, so it stands to reason he is very familiar with the French Quarter. No way would he have not known about this bar and bubble machine operating daily. As the homeowner it was his responsibility to do his due diligence on the neighborhood and the property he was purchasing. If the bubble machine is causing a noticeable mess today, it was causing a noticeable mess when he viewed the property. If he bought it sight unseen, then he took the risk… this scenario would be completely different had he purchased the property and then the bar installed a bubble machine.
