The bar owner was using the bubble machine well before the VP of the Cafe du Monde purchased the property.

If I were to constantly be slinging soap on my neighbor's property, I have no doubt if I were asked to stop and refused, I would be facing police or a court summons.

Ordinarily, the answer would be "no" of course, but this is the FQ and he had already been doing it so the buyer better get a car cover.

I don't think it matters that the bar owner has been doing this for years. I don't think it matters whether the homeowner knew or should have known about the bubbles before purchasing the property.
It doesn't appear that the homeowner is alleging any physical damage to his home or his person. He alleges it interferes with drinking cocktails on his patio and damages his car.
He parks on the street with other cars. Is his parking place part of his home or public parking? Is it a reserved spot only for him or does he park wherever there is an empty spot near his home?

Location location location. It’s the French Quarter and that means crowds, parties and all the shite that goes on there on a daily basis. Again he knows the area, it’s not a mystery to anyone. You can’t be upset by the smell of piss and puke, music and drunk party goers. It’s bubbles and it fits right in with the area. If you don’t want to deal with everything that comes with that area, don’t buy a property there.

He's claiming that it's causing damage to his car, but his car is not on his property, if you look at the street view of the address there is no private parking. It's public street parking.
