Cyclist for multiple reasons.
Going against the flow of traffic, cyclists yield to pedestrians, and why the frick did she have two dogs with her? Everything she did was unsafe.

On a hike & bike trail, technically, there isn't a side unless it's clearly marked like a highway. That's why they're rules like bikes yield to pedestrians.
Same rules apply to MTB trails. Luckily most hikers are friendly and step aside.
**Watching it again, it makes me think they had a little mishap earlier.

my favorite when i used to drive hwy 22 out towards madisonville.......there is a pretty large shoulder on either side of that hwy in that stretch, and it never failed, whether it was 1 cyclist or an entire mob of them, as soon as a vehicle is approaching them from the rear they merge as close to that white line as possible. i mean, you have rights, but is dying worth proving a stupid point? just stay in the middle or the right side of the shoulder....but not them! they are getting theirs!

That might actually be a path where you're supposed to stay on one side if you're walking.
But still, if that little rule makes you enough of a retard to run into somebody, it's your fault.
Same thing if somebody turns left and runs a yellow light turning red. If you gun it when your light turns green just to t-bone that car, you're getting a ticket too.

Walker is an a-hole for not giving him an inch seeing as he literally had his hands full and he or the mutts could be injured . That said biker is a huge a-hole too and appeared to be on the wrong side and frick errybody involved.

Cyclist failed but as others have said, the walker could have stepped out of the way just to avoid the cluster.

Probably cyclist. Also assuming three was a sign clearly indicating lanes/direction
