When I play basketball at the Y with the younger 17-23 age range in Houston area, seems like everyone is saying it whether they are white, black, or Hispanic. Mostly in a friendly way but also during arguments over calls during games in an aggressive manner.
When I play basketball with the white, black, and Hispanic guys closer to my age at our weekly game at the park, it is never said. This group is also a little higher class of people so may be a combination of that plus age/generation.

Back in the day (25+ years ago), it was a derogatory word that was used quite regularly by whites toward blacks as an insult. The blacks hated it, and it was pretty much accepted among the whites as being a very much racist, ugly, and accepted word to use out of anger.
Fast forward to today, where that is not the same. We have grown as a society to see that word as unacceptable to use. At least in my circles. Maybe not so much in rural trailer park society. As far as I'm concerned, that word is a cuss word. It is worse than a cuss word, because it could get you fired. My kids are taught that it is never to be spoken. And I'm fine with that, really. I think it's good for society, if we are to evolve in human rights. It's taking five steps forward to see it that way.
However, to be so stupid as to say it's ok to use in an endearing way just because it's said by a black person rather than a white person or a white person to a black person where both parties agree that it's ok - completely makes us take three steps backward on the above notion.

I was playing basketball with some black kids during PE back in highschool. We were all cool with each other. My tongue slipped and I accidentally referred to one of my friends as n**ga. They had been throwing the phrase around so it just rubbed off on me. We never missed a lick on the court. IDK if they didn't hear me or it didn't bother them, but I never said it again.

My east tx blonde blue eyed ex-gf would call me a "ngr" when I wouldnt give her a bite of my food or let her steal my fries. I would tell her the same for wanting to mouching off my better order. It was cute and fun.

Do white people while at home let loose referring to blacks as N-s? For example, "You should've seen all these mf'ing N-s waiting in line at the store." We do the inverse for whites/other races all the time. That's why I ask.

I speak with the Kings English in my professional career but when I get home I flip to gangsta dad mode and use all of the culcha slang to talk to my kids and their friends. I usually preface any direction with n$$ga. Like yesterday when my 8 year old daughter was jumping on our neighbors trampoline with their daughter. I walked to the property line and said to her “n$$ga, if you hungry, you need to come on and eat.” I say it all the time to my 12 year old son. “Hey n$$ga, you taken that improved cylinder choke tube out yet and drizopped in that skeet choke? Don’t be playin n$$ga! You have a competition in Savannah tomorrow. Don’t be a bust arse n$$ga. Ya feeling me?”
Kids love it and it makes me cool in all of their eyes.

Different in sports.
I called my 300lb olineman bignig in high school. He called me supacracka, bigcracka, or crackacracka.
No disrespect.
We did do it in butcher boy the other day around Christmas and everyone in there got awkward as hell.
Then again, we were shouting it when we saw each other. His wife looked PISSSSSED hadn't seen each other in 10 years

Goes for blacks that use it every other word as well. If they’re using it every other word, they’re trashy as shite from the projects as well. Whom I have no desire to know or meet.
It’s glorified in rap and pop culture, so it becomes a norm.
All the while, the black lower class wants to call everyone a racist while spewing it out of their mouth every 10 seconds.

I think anybody that uses it is trashy and it doesn’t matter their skin color. A non-black using it is extra extra trashy though.
