Just went to Dallas last week and had a similar experience.

There were no panhandlers at the intersections and there was significantly less litter and trash around the city.

BR needs to have a major cleanse to get near that level.

BR has some nice parks with stocked ponds and some of the cheapest rounds of golf in the US.

It doesn't have a huge city park in itself but many nice smaller parks. Looks at any skyline of baton rouge and you see nothing but trees as well. This is an odd thing to knock BR on of all things.
