Where does blocking an intersection rank on the list of driving sins?

There are few things more frustrating than sitting through an extra traffic light cycle because the intersection is blocked by some jerk(s).

As well as people who refuse to turn right without an arrow. The light turns red, then they start playing on their phone

In the great metropolis of Baton Rouge, the drivers love to block Essen/Perkins with idiots turning from Perkins onto Essen. They just do not see a problem with blocking all of west bound Essen.

There was some fool on here a while back defending this practice. He kept claiming that it's what you are supposed to do. He called it "claiming the intersection" , but couldn't ever produce a law stating such a thing even existed.

Fr Me it's way higher up there. If I am first in line at the green light and the box is blocked, I will relentlessly lay on the horn.

It's up there. The number one thing people do to piss me off driving is coming to a round about and stopping when there is literally no one else even remotely close to the intersection, much less in it. It's like they have to stop and decide which way to go (as if you can go more than one way) or that yield all of a sudden means come to a complete stop and look around for five seconds. I get pissed off every time I have to slam on breaks because some idiot doesn't know how they work.

Not where I live. I can turn right on red unless I'm explicitly told not to by a sign.

Depends on how you got there. If the traffic came to a rather sudden stop and the person I the intersection kind of got stuck there, it sucks, but I know it's happened to me before. Maybe you should have paid a little more attention, but shite happens.
Now, if its dead stopped traffic and you know you are doing it, but decide to do it anyway just to claim your spot, then I pray that an 18 wheeler blows through the intersection destroying your car. Don't want any serious injuries, just enough completely total your vehicle and have you walking away thinking twice about hanging out in the intersection. If you do that and look at me glaring at you from my car, that's what I'm imagining in my head.

You are correct. It varies by state.
If there's no sign stating otherwise, It's legal to turn on a red arrow in Illinois, Kansas, Louisiana, Maryland, Michigan, New Hampshire, North Dakota, Oregon, South Carolina, Utah, Washington State and Wyoming.
