The lieutenant was in front of the vehicle and it started moving forward?

I get why some would shoot. I however, probably would have left my firearm where it was. The shooters life will be forever changed even though the choice he made was lawful. I would not want that on my conscience.
Now if the kid was trying to run me over with my own vehicle then that's a different story.

When they are moving in your direction behind the wheel of a deadly weapon. Doesn't even have to be directly at the shooter since vehicles are able to maneuver and not just travel in a single straight line. If the shooter was in front and the driver swerves in an attempt to run over or the shooter steps aside to avoid being run over, dead to rights to shoot!
Automobiles have long been considered a form of "deadly weapon" and the recent terror attacks killing multiple victims using vehicles as a weapon bear out the justification of the designation.
Stupidity and/or grief does not change facts. Dead guy was an idiot and a criminal. World is a better place without them.
