What the hell is this?

It looks like an anchor but it can't be. It's not heavy enough. Is it a grappling hook? The blades actually fold into the shaft. You can see the pin that unlocks it to fold.

Grappling hook. Looks to me like the pins are spring loaded and there's an internal pin hole at the position to hold the hook arms up at the shaft for convenient carrying when not in use. Pull the pin and the arms spring outward.
