San Angelo has become quite nice, but damn it’s out there. About a five hour drive to the nearest place to catch specks, reds and flounders. That’s way too far for me.
But I’ve spent a little time there, and it’s not a bad town…shite, population of a city at this point, at all.

El Paso. It's pretty nice, surprisingly safe. Extremely Mexican.

If you want a warm, socially conservative city with a strong Hispanic and Catholic presence but lower crime and less urban sprawl than San Antonio, here are some options:
Texas Options
Victoria – Small-town feel, lower crime, and still close to the Gulf. Strong Catholic presence.
San Angelo – Conservative, slower pace, lower crime than bigger cities.
Del Rio – Quiet border town with a strong Catholic presence, but limited amenities.
Uvalde – Rural and heavily Catholic, though small and somewhat isolated.
Outside Texas (Warm, Conservative, Catholic-Friendly)
Yuma, Arizona – Similar to South Texas in climate and culture, strong Catholic presence, lower crime than many border cities.
Lake Charles, Louisiana – Small city with a Catholic majority, conservative, and lower crime than bigger Louisiana cities.
Lafayette, Louisiana – Larger than Lake Charles but deeply Catholic and culturally rich.
Tucson, Arizona – Has a strong Hispanic and Catholic community, but is more moderate politically.
Mobile, Alabama – Warmer than Wyoming or Montana, coastal, Catholic presence, and politically conservative.

Eh…these places don’t quite have the charm of SA, but maybe the RGV. There are some nice areas down there. I know this is out there, but have you thought of El Paso?

San Marcos or New Braunfels. Anywhere between Buda and Shertz gives you a lot of the San Antonio vibe with lout the “city-ness”

If you’re open to outside of Texas - Lafayette, LA would be a good choice. Small town feel with all the amenities of a decent sized city and us Cajuns are basically all Catholic.

If you are ever close, spend some time in Goliad tx. The fort and mission was overrun by Santa Anna a month or two after the Alamo . Its been maintained well and provides a great visual of what the Alamo was before the high rise bldgs
