Go enroll in a class that specializes in this subject if you truly want to know. The answers are there. Most here will base their answers off opinion and anecdotes.

Lack of family structure, lack of positive role models who aren't athletes and rappers, refusal to work with law enforcement, a political party that coddles to them to keep power

Lack of family structure and stress on education. 3rd world countries have climbed out of the stone ages on the back of uneducated people educating their kids.

Educations are provided in urban areas. Teachers can only do so much to motivate 30+ students to better themselves when it isn't being done at home.

Single mothers of fatherless children who may have children from multiple men.

Basically a break down of the family unit. This is the root cause of the issue.

I grew up poor without a father and I was determined that my children would not grow up that way. My brother still lives in government housing and he sees nothing wrong wth it. I did not want to raise a family in somebody else's house and I wanted to be a father to my children. Growing up poor and fatherless make life a lot harder but you can still overcome it with hard work and determination, no matter what color you are.

immoral, not necessarily biblical, but more the themes of religious teachings.

don't eat pork, don't screw animals, don't work on Saturday...is just man made law and differ from religious book to book

but the Golden Rule..do unto others...permeates every teaching

It's this principle and others that need to be rewarded instead of "getting yours". Flashiness, Bling-Bling to the Yeti-ites, are a problem that will eventually lead to poverty. Through crime or indebtedness, or both, as people push the limits to get that high that they seek.

honest working men could barely read a couple centuries ago. dirt poor, uneducated all over the world, are good people and don't commit crime. It's only when you're in a culture where you get more sex for doing wrong, does the issue come to play. Big house plus a 50k truck and a 40k boat...that you can barely pay for and you are one missed payment from total bankruptcy.....gets you plenty o'tail of the prop stop.

Culture and it isn't even close.

They promote violence and dismiss social norms for conflict resolution.

It's starts early. You see it first when nosy young mother's bring their children out to look at homicides that occur in their neighborhoods. They quickly hear their peers and elders glorifying the actions of the offenders as "keeping it 100" and so on. Over time, they become desensitized to violence as continue to see it embraced more in their communities as they are exposed to music, entertainers, and neighborhood drug leaders. Soon they accept violence as a proper way to settle any dispute.

The lack of responsible role models (mostly in the form of absent fathers) during the pivotal teenage years and the easy access to handguns catches up with them as they begin to seek out life with little education and opportunities.

Add in drugs, alcohol, and unstable mental health and you can see how a minor conflict quickly turns into a homicide.

Repeat.

At least that's how I see it.

The fact that that's true - which it is - helps to answer the question. There's a lot of researching, a lot of studying, a lot of blaming, a lot of politicking, but not very much acceptance of responsibility when it comes to this issue. By anyone, inside the community or out.

It's anything but over policing because the most crime ridden areas statistically use 911 far more often.

The bottom line is that this small group of people just don't give a shite about conventional laws and values. I blame the Great Society programs more than anything. They have destroyed the family unit.

It is only going to get worse- from a New York Times article today

so we round off at 80 instead of 70 with the actual number being 72%. Sounds about right.
