Yet they are only 13% of the population and the poorest, with the least political power (in terms of actual power-not welfare).

Lots of folk are saying education in here but are neglecting the fact that the black community has been on the path of idiocracy since the 60s. These moms indiscriminately having kids aren't the smartest of folks, and the deadbeats who are lucky enough to father their kids aren't the brightest either. No amount of education or money thrown at schools can fix that.
