What factors cause ~13% of the US population to commit ~50% of violent crimes?

Reading a lot into the broken family unit but I'd argue there's more to it. Africans can't build a solid country across an entire continent. We just see their issues on a smaller scale here

I don't make excuses for problems in the black community such as crime, lack of fathers, etc.
I don't make excuses for racism either.
They are not mutually exclusive.
But...I did

Poverty and lack of a family unit
But to offer a historical perspective on poverty: at the dawn of the industrial revolution (late 1700's), many sociologists thought that it would largely eliminate crime in urban areas since so many jobs were created and overall wealth increased. Unfortunately the fact that more jobs were available didn't change the crime rates in any appreciable way. Some people just want stuff without having to work for it.

But why does this 13% create and perpetuate this culture? That's the real question.

What factors contribute to this?
Lack of a family unit, laziness and an unwillingness to try to make their lives better thru achievement.

You're getting close here to offering a deeper, more fundamental reason.
So...Why do you think Africans and black Americans both struggle so much?

That's going to drag "foreign influence" into it and what is perceived as "wealth" by natives and outsiders. There is stuff in the earth that was more valuable/usable by the outsiders than the natives.
There's no way of knowing EXACTLY how African countries would have developed without interference.... Only that they would still have likely been a technological backwater and still behind in a lot of aspects.
Same goes for Central and South America to some extent.
ETA:
Also - Y'all just remember that this thread started to derail a few posts before this one.

Like giving indians "boom sticks" and funding those easy to manipulate. It's an industry.

Well that is a complex answer, dating back several centuries. The political shape in Africa is a mess. I think they've got like 60+ religions throughout. European diseases. Tons of landlocked countries that make trade very very complicated (crossing multiple boarders). Tons of land is uninhabitable. Or at least not easy for a large civilization in the conditions of most African countries.
What did I miss?
Eta. They receive billions of dollars in annual aid, yet the story remains the same.

So what causes violent crimes? Its pretty obvious its poverty.

Ignorance.
Education is free to the high school level in the US.
There are a wealth of resources available to minorities for higher education.
Beyond that, there is preference for mortgages, loans, and employment based on racial makeup.
Education is the crack in the foundation. An educated person, with these advantages break "barriers" that defy the stats.

That's a fantastic read.

Is it over-policing of areas
It's no surprise the cops would be stationed around areas which have more calls. More calls tends to be more crime.
Oh...and the whole broken family sicheeation.
