Get every man in your family and friends circle to mentor at-risk youth in the school system.
These young men think a life of crime is the only way... because that is all they have ever been exposed to.
They have to see that staying in school and staying out of trouble can lead them to a good, successful life.
And I'm not trying to be sexist but they need to hear it from a man... because most of them don't have any honest men in their lives.

Society pays a high price when parts of society have no hope or optimism.
Get criminals off street now. Little hope of change for them. Rehabilitation plan for those capable of change.
Focus on next generation. I would start with Health, basic finances met, being part of society via jobs, having purpose, appreciation.
First things first, sex/contraception education for all.

Mandatory public service....I'd go as far as federal conscription. Get these young folks out serving their communities, states, and nation...make them put a lil skin in the game.
Put caps on welfare. Generational welfare should never be a 'thing'. You either work, qualify for disability, or be homeless. If the government gives you 1-2 years of free food, reduced rent, etc., that's more than enough time to find a job or go to school (for free).
Make police officers live in the areas they patrol...I'd even be willing to have my tax money pay a portion of their rent/mortgage to assist with the move.
Create public works projects to employ folks in high-crime, high-unemployment areas. Provide transportation and childcare to those who need it.
Change the education system to be more engaging for high-risk youth who lack a solid support system at home. Teach them skills, not books. The goal should be to keep them in school and make them productive adults, not prepare them for college or standardized tests. Of course, traditional classes should remain for those who do want to go to college.

Welfare should come with work requirements it shouldn’t be a free ride. Society should get some benefit from you if you are on the pay roll
