I had a similar issue come up at a recent wedding. Had planned to wear slacks a blazer and maybe a tie. Because it was destination and I wouldn't have the option to switch at the last minute I called the couple to confirm what they wanted and was told a suit, but not tux or formal dark suit. That seemed odd to me and I thought they were wrong to use that term but if Theknot.com is correct, that is what dressy casual means.

"The invite says: "Semiformal" or "Dressy Casual"
Depending on the time of the event, you'll want to dress somewhere between formal and casual. Wear darker, more formal hues for an evening fete; opt for light colors and fabrics for a daytime wedding.

He should wear:
A suit and tie, dark or light depending on the season and time of day.

She should wear:
A cocktail dress or a dressy skirt and top."

I would confirm with the bride and groom.

I had a wedding like this a couple of weeks ago...I wore boots, dark jeans, button down with a grey sports coat.

Be an adult and wear a suit to the wedding. If everyone else is dressed like a bunch of bums, then take the tie off.

Even if I'm going to a wedding where I know many people dressed a bit trashy (jeans and the "nice" LSU polo), I still wear a suit or, at minimum, a suit with no tie. If nothing else, I want to at least show respect to the bride and groom by not dressing like a bum on their special day.

I generally agree, but there are instances of people directing their guests to dress casually. To not do so would show the disrespect you're trying to avoid. That being said I agree with you in respect of the wedding described by the OP. The whole "Dressy casual" description sounds stupid to me.
