Was I Wrong - Kicked Dog

So I'm walking my chiweenie (15 lbs) in the local park, "On a leash".
City Ordinance requires a leash and there are multiple signs around the park indicating so.
Jackass comes in the park with a 40-50 lb shepherd mix and just lets it go free, dog eyes my boy Rocky from 100 yards and makes a bee line for him.
Right before he got to him I kicked the guys dog in the chin flipping him and nearly me, I got his arse good.
The owner was pissed but I told him to keep his F'ing dog on a leash. Dude said I should have just gotten between them and seemed to want to throw knuckles about it

You should have out ran him, and ran up on his dog kicking it in the head again right in front if him, then stood on its neck while making eye contact with the man, waiting on him to say something.

Not wrong, and I like dogs. I have a Shepard mix and she would've likely run up and wanted to play because she wants to play with everybody, but how could you know that? You did right by your dog.
What did your dog do after it had all settled down? Did he thank you or was he ready to whoop some arse too?

Yes you were wrong. Man up and learn how to handle dogs. The owner is right, just go towards the dog and he will back down. Signs saying leashes? So what! Are you the right police? Are you gonna crusade agaianst me if you see me jaywalk? You’re a little biotch kicking a dog instead of acting like a man. Now if the dog DID attack your dog, then yes, you kick him. But he didn’t.

I feel bad being a dog lover but it happened fast and the dog looked like it was attacking not coming to play.
