This a nicely done thread, OP. You snagged almost everyone. 
But for anyway, I have a HC tag on my vehicle but I never use the HC spots. I’m not HC but the tag is in case I have to transport my HC daughter and her HC van is not available for some reason.

She probably thought she was doing a good thing leaving spots for people that needed them more.
She beat you to spot or stole it? If she beat you there, you are wrong and a jerk in the situation. If she stole a spot you were waiting on, then she deserved it.

I’m sure no one at the cookout cared the potato chips showed up 30 seconds later than anticipated. Why did you further delay by confronting the old woman instead of keying her door on the way out? You’re not very efficient

Maybe her husband is handicapped and the placard was for him. Since he wasn't with her, she figured she wouldn't take a handicapped spot away from someone who actually needed it. Dick.
