Oh I knew that. I used to audit school districts so I was like f it why not. It all works out in the end.

I'm actually thinking this is everything. Once an auditor finds something like this, we are supposed to at least review all similar transactions in an attempt to find how far the problem goes. Maybe they didn't do that, but that would be shocking to me given the amount.

Fraudulent = bank accounts by friends/family of those with the check book?

If so, pretty uncreative fraud.

Certainly the future incarcerated are not using all of their innovative skills. Hint: crypto.

This, and it appears it was caught before the audit, but is being reported as a finding as this probably came up during the internal control procedures interviews. Most likely the vendors called because suddenly the payments were late. Although, based on how the internal controls failed, this part made me laugh

If they didn't think to call before receiving a random e-mail to change the wire information, do you think they will take the time request written verification too? They'll probably just reply to the e-mail with the fraudulent info.

They got scammed because like most scams, they depend on the laziness of employees.

Spoofed e-mail comes in and says, hey, can you go me a favor and update our banking info, we changed banks.

Employee: yeah sure

Payments start being made to new account.

Few weeks later, vendor calls accouting: Uhm why haven't you paid our latest bills?

Accounting: What are you taking about, we got your e-mail saying to change accounts, and we have been paying the new account.

Vendor: I haven't changed my account.

Accounting: Ah shite.

So they start then trying to recover the money.

Since they are still shoet and there is a significant insurance claim pending, it has to get written up in the annual audit report.

This happens a lot. Yes, you would think by now everyone would know now to fall for this... but people are stupid and lazy.

This isn't corruption... just incompetence and laziness.

Which in itself is one of the dumbest things if voters fall for it. The argument as set forth by the school board for the increase / new tax is absurd.

They conveniently forget that for the sales tax portion recent inflation has already caused a rise in revenue that more than exceeds the level of salary increases they want to dole out.

And for the property tax side they are completely overlooking the windfall tax increase they have amassed while property values went nuts over the last 2 years along with increased construction everywhere.

Depends on the district's fiscal year. If their fiscal year begins on 1/1, it's very common to spend that kind of money quickly.

I have worked with schools for over 15 years and they tend to spend large amounts of money on their capital equipment projects immediately after the fiscal year begins.
