So if this is his 2nd DUI in a city vehicle, this with an injury, who pays for the damages and how can he be insured and who’s paying for the insurance

I have no idea. Didn't say that in the report and they don't seem to be on in the video. I couldn't tell if he just saw them when he walked up.

Don't they just take a blood sample at the hospital, which I imagine is always worst than a breath test (for those trying to beat the charges) or refusal
