Video shows man randomly punching people in French Quarter

The video will make you gasp. In it, a man is seen walking around Bourbon and Dumaine streets, choosing random targets, then hitting them. Troopers say a man has been arrested after randomly punching seven people in New Orleans' French Quarter last week.
Louisiana State Police say the attacks happened around 11:40 p.m. on June 12 in the 900 block of Bourbon Street. Police say 25-year-old Ray Julien reportedly attacked seven people before officers found him on Chartres Street and had to use a stun gun to take him into custody. Saw a similar situation several weeks ago on Royal Street in broad daylight, although the guy stopped short of swinging. In the old days the NOPD would have quickly shut this shite down. Now, not so much.
How long is it going to be before people decide that the FQ or NO in general just isn't worth it and take their tourist dollars elsewhere? When that happens, the city is going to be in a world of hurt. Any mayor with any sense would flood the FQ with police.

I’ve been drunk on Bourbon St probably about 15 times in my life and every time there were NOPD around on foot, horses, and motorcycle ready to drop the hammer on any foolishness. I saw NOPD pounce an elderly man for urinating outside. Wtf has happened in New Orleans? I thought NOPD protected tourist money in the Quarter?
