You are not paying attention, this is the first step in requiring proof of vaccination to do things like fly, enter business establishments like hotels, or even bars. And like requiring masks it will not be left to the business owners to decide what they should require, it will be mandatted, or the business will be subject to fines. It is a backdoor way to force people to get the vaccine without trying to require it by law.

You have to present your "yellow card" at the U.S. airport when traveling to much of Southeast Asia and Africa in order to board your plane and also upon landing at your destination before being allowed through passport control.
The yellow card shows up-to-date vaccinations for various tropical diseases such as yellow fever.

Also, I take “tropical” to mean more of Asia leaning tropical as I've never needed anything like that for tropical destinations. Never been to Asia or Africa, though. Wasn’t required for Russia but, thanks to your advice and my doctor, I was fully vaccinated against what might be needed and travelled with more emergency drugs (antibiotics, pain meds, basic suturing, etc) than many Russian hospitals had available
