Florida half that.
hundreds of people per 100k.
Oregon is waaaay more than the others.
I'd guess they are counting something/some ways the others don't.

Like most collected data the accuracy depends on a minimum of 4 things:
1 who’s doing the counting?
2 who’s interpreting the definitions at the various reporting entities?
3 have the data sets been maintained similarly across the reporting entities ?
and
4 will it result in unflattering stats for the reporting entity?
