If it includes hands-free, absolutely not.
And even then, people use their phones for GPS and other things, so I'm not really sure I'd agree with it at all.

This is overkill. If youre texting when you violate the law that’s one thing. It can be looked up through phone records. It’s not the phone it’s stupid drivers.

Saw plenty of people getting tickets on military bases and in California where it is illegal. A few MP's I knew said it was pretty easy to see who was texting/calling even if they tried to hide it.
