Let the parents know what is going on to protect yourself. Tell them you are flattered and impressed by her outgoing and thoughtful personality, but let them be aware of what is happening and acknowledge that there are crazy people in this world and if I was in the mom's shoes I would want to know about it.
The mom may have put her up to it who knows. I think if you would tell them about it they would respect you either way. They may tell her to stop in order to protect her from getting close to someone with ill intentions in the future. They may say its perfectly fine.

Honestly don’t think anything would be super weird about this interaction if you could just summarize it like a normal person. You make it pretty weird.
Other than that, seems like a sweet kid and good neighborhood. Enjoy that. The neighborhood with a sense of community (and going to bitch at an HOA meeting does not count as a community) is a dying breed.
ETA: just don’t be weird and don’t spend any time alone with a kid somewhere.
