Man, you have it backwards. The idea is for everybody to be able to build higher performance engines, without having to use (more expensive) artificial enhancement such as Turbos, and superchargers.
The regulations are getting stricter every year, and it's costing everyone. In money and quality.

The Toyota 22R engine was quite a bit better

They seemed to run forever but they had their downfalls too.
They ate timing chain guides and oil leaks from the front seal were common. I had an 84. Helped my dad rebuild the engine at 230,000 something miles. Timing chain guides were gone and the chain had worn a 1/4” groove in the head. You could hear the chatter from the chain at certain RPMS.

I'd rather have the V8 (or diesel) the rest of the world has over a turbo 6 hybrid that's here.

The trucks are just a really nice side by side if we are being honest.

Can't wait to see them zooming around the neighborhood putting deeper ruts that we already see when kids pull over to let cars pass

Probably already asked but I'm curious what current regulations prevent them from being sold here. It can't be emissions...these things have what, 2 cylinder engines?

Safety standards. Probably emissions that could be solved pretty easily.

If demand existed they would supply the market.

You can buy them legally dirt cheap second hand in really good condition. Dump beds, PTOs, flat beds, etc. Some people do. Not as big a market as people here lead on.

I bought an 85 at the auction 2002 with a rusted out bed that somebody had patched with pop rivets and sheet metal. I gave 300 bucks for it. I only needed it to haul some junk off with.
It had that same clatter that you are talking about, but it kept going until I sold it a couple years later for $700. I probably put 40,000 miles on it, because it got great gas mileage and had a great AC.
I think it had 180,000 miles on it when I sold it.

The Toyota shown in the OP will likely be a 4 cylinder, the mini truck with the flat nose is likely a 3 cylinder.
I believe those mostly have the same engine as the old GEO Metro. Damn great engines.

I'll gladly buy a Hilux or some other small truck to run the five miles into town and back for trips to Lowe's, Walmart, Tractor Supply, etc., etc. All the behemoth trucks are overkill for what I need a truck for.

Kei cars and trucks? Maybe safety regulations. It needs to pass certain crash safety tests.

Hilux? Chicken tax.

The problem isn't just the CAFE standards, it's also insurance lobby safety regulations, along with EPA emission standards.
There's a whole bunch of deregulations that needs to happen.

Although I truly no nothing about this stuff, I've often wondered why in 1978 we could have a little old Datsun that got 40 mph and was cheap and we have nothing like that now and instead are being pushed electric vehicles. I'm guessing there are a whole shite ton of regulations preventing that now.

That's a hell of a good buy on that truck. It's not exactly a mini though.
Those Isuzu diesel engines are great.

Mine actually got horrible gas mileage for what it was. 4x4 with a 100hp 4 cylinder. The year before fuel injection. I got barely over 15 mpg. It was dreadfully under powered.
