Murder-wise, yes, but the overall crime seems as bad. Back then, the crime seemed more contained to certain areas and those areas were just awful. But now, it's hard to say where not to go. I actually felt more comfortable in areas like the Quarter in the 90s. And also, the arrest rate is down dramatically right now and it's not due to fewer crimes, but becauuse of much fewer resources to handle the crimes. And that just makes things worse.
