Actually, if you want to try and make a citizen's arrest you can.. but not sure it's worth the risk considering he is slashing tires..
Get some others to help you hold him down while the police come.
You actually can do this in Louisiana. If he has a vehicle you could block it in somehow, but I'm sure he's just on foot.

You should invite him in for a talk and snacks. Ask him why he's acting out. Is he having problems at home, school, friends? Go full on Dr. Phil on him. Then, when he opens up about his problems, have his mom and the police come out Maury style and she whoops his arse while the police arrest him. Bamboozled

This is where I stand. He raised the stakes to this level by carrying a blade to do his deed. He might keep his criminal behavior confined to slashing tires with it, but nobody knows for sure. 6 degrees of separation from slashing tires in the middle of the night to having a chance encounter with an innocent lady he sees while doing that and then using the blade to commit sexual assault.
