I mean why isn't Gavin Newsom engaging with the City of Tijuana officials and trying to solve this problem? Tijuana really needs to treat their sewerage.
In 2019 the Trump EPA proposed a plan to try and fix it (I have no idea if would work). CA filed suit to stop it and it never got off the ground.
But it got significantly worse in 2023 when a construction crew "accidentally blew a hole" in the pipe that takes the sewage to their overworked treatment facility. They were making a drug smuggling tunnel. Since then the raw sewage has flowed freely then those currents take over.
{I imagine treatment plant is now for mfg. of fentanyl}
