You are almost correct. If someone says, “Halt, who goes there?” You are required to answer. All other instances it’s up to your discretion.

It also helps to realize he has had multiple encounters with the police that he has filmed all over the country. This is not the only one in a library. He purposely brings in lots of "equipment" and makes himself a nuisance trying to push right up to the line without going over.

The cop wearing the gang symbol in the beginning of the video actually shocks me. I can't believe they let cops wear gang symbols that desecrate the American flag (Harris 26 seconds in, not even sure if he is involved with the rest of the video)
I'll watch the the rest of the video later but based on his actions cops even showing up is a disgrace to our country. Hell, I have walked through unfamiliar libraries wearing a back pack looking for a quiet place with wifi and encountered locked doors, unfamiliar stairwells and unfamiliar layouts. Mostly because of covid and the need to be near campus but so much shite was closed that we didn't have places to do work without finding a place. Librarian needs to be fired and I swear these people need charges brought against them for calling the government to threaten people with violence in public places.
Please, drop all your positive encounters with the police. I have yet to encounter a positive encounter with a cop in nearly 40 years. Some have been nice, some have been complete assholes, some blatantly violated the law as others just stood by but I have NEVER had a positive outcome with a police encounter. I know, nobody is going to actually post the positive outcomes of their police encounters and they are just going to DV, I am going to enjoy the Pels getting this one back from the Suns.

Yes, he does do things to provoke. The question is, "is it illegal." The Supreme Court says it isn't. Suspicion is not a crime. "Louisiana Justice" tends to be criminal

Yeah, a guy walking around in a public place, filming his journey, breaking zero laws. He is not obligated to tell Karen why he is walking round.
There is a better known guy on Youtube doing this. While they are clearly baiting stupid cops that do not know the law, they get paid fat cash. This guy walked around the BR courthouse. Multiple cops lined up to violate his rights, and break laws by bullying him. I don't know if that suit is settled yet.

I hate to argue - but a library is considered a limited public forum. A person is allowed to record, but it depends on what they are recording. Some library systems prohibit the recording of other library users and some require permission beforehand.

The issue here is was the suspicion reasonable that he had committed a crime, was in the course of committing a crime, or was about to commit a crime is not a question of law but a question of fact. That means it is to be decided by the trier of fact which in this case was the judge.

So, each individual library's little rules trump the Supreme court's decision? Wait, no they don't. I can film in public areas in public buildings, period. I cannot film in the library at your children's school, without permission beforehand. A public library, no permission is needed.

I understand the man has nothing to hide, and I’ve dealt with way worse at the library I worked with - but I don’t think the librarian was unreasonable if she was telling the truth about the doors
