This is how every level of federal and state job is. You never spend under your budget, ever. If they see you can be more efficient and minimize cost, they will 100% slice up your budget and reallocate it elsewhere.

Govt at every step from small communities to the largest cities, states, and federal govt was 75% of every dollar they take in.
Either via corruption or incompetence or simply waste. People should be livid at any hint of any tax increase of any kind.

Saw this in the military.
The best way to solve it would to make a portion of savings from one year should be reimbursed to the agency as a bonus to the employees. Then they will actually start cutting costs.

The pentagon doesn’t really have a budget, and they haven’t been audited in decades and can’t even account for trillions of dollars. Both parties are to blame, there isn’t a an once of fiscal responsibility among them

Can absolutely attest to this in state government. Every June everyone is getting new printers, a boat load of ink, stocking up on toilet paper, light bulbs, etc. whatever is needed to spend that money.

It’s the crux of the problem. Not just at federal level. Some new money hog is nosing into the trough to get their due and some of yours to spare. Survival of the most bloated. Other people’s money is cheap to the profligate.
