People have no idea how many 3rd, 4th or 5ths get pled down to a 1st or a reckless driving. That's the problem when the offense is no longer in traffic court, but is sitting on a felony docket full of violent crimes.

There's no rehabbing someone like that. They do not care about the life of others, so we shouldn't care about their's.

Raise the alcohol percentage limit and massively raise the penalties on the 2nd DUI.

One is too many, trust me on this (first hand experience). I got one years ago and it changed my life for the better because I pulled my head out of my arse and got my priorities in order.
In TX you go to real jail on your 3rd, but I know of at least two dudes in TX that have Seven (7) !!!! effing DWIs.
Getting one is not an "accident" or an "oopsie,' getting one means you have a problem with alcohol. Getting two means you're a full-blown alcoholic in need of treatment. 3 means you need to be in jail.

They need to get a serious legal limit and maybe use some discretion instead of just creating a revenue stream

People seem to be under the impression that everyone with a DUI got shite housed and drove home speeding and touching both ditches
The legal limit is ridiculously low and I have witnessed several people get a DUI because the police were camped outside of a bar. You can't blow because the limit is too low and your fricked if you've basically had anything. The field sobriety is essentially just an effort to acquire evidence.
I know a guy who got arrested sitting in his car with the heater on talking to his wife. I know several guys arrested leaving a bar after literally a couple of beers.
I'm not advocating for getting shitfaced and driving around but the system seems extreme.

There used to be one country (Albania, maybe?) where a first-offence DUI got the death penalty.

First offense should be suspended license for a year. That would be have enough deterrent for many.

I just looked it up because there are news articles about the person that I know. I see that he was arrested for 9 DUIs, but as of the time of the last report that I saw he "only" was guilty of 4.

And it could be that they charged him with first offense each time. It's not easy to try those cases because the prosecutor needs certified conviction packets to prove the other convictions. They're a pain to get in most cases where the conviction occurred in the same courthouse you're working in, most commonly needed for felon with a firearm or to enhance sentence under the habitual offender act.
When you have to send someone to a different court to seek out misdemeanor conviction stuff, it's much worse. I think many DAs see it, think they have better things to do, and give him a lesser.
I once prosecuted a 4th and the judge begrudgingly reduced his bond because he had medical conditions. Ordered him to wear an ankle bracelet and to stay home. Same night he got out he was arrested driving the wrong way down Royal Street plastered.

We need to raise the legal limit so you are not at risk of getting one after 2-3 beers, but significantly increase the penalty for driving actually drunk it should never be permissible.
The problem is someone getting a DUI for driving after 2-3 beers when they are realistically fine to drive is treated the same as someone driving after they just smashed 10 beers in an hour.

Even if a driver's license is suspended or revoked, they will just drive without one and no insurance. They will still be a danger to others.

In the PNW they come down hard on the first one in a way that's using a sledgehammer for a nail. It's ruined lives and has become a money racket.
