Some cars don’t have a different lamp for blinkers and brake lights, like a lot of trucks, so the only way you can tell someone is braking is if the high mount light is working.
ETA Meaning that when they do actually put on their brakes, it’s not as obvious as it would be if their hazards weren’t on.

It’s usually stupid to drive with flashers but I’ll do it when it’s really coming down. If you have to have the wipers full speed I think you should use flashers.

Well shite, Captain Wafer beat me to it, but I'm leaving mine. Also, F any restaurant that puts out saltines instead of those buttery delights.
What I think he means is when your flashers are on it makes it much more difficult to see when it's brakes. Our brains are trained to perk up to the sudden illumination increase. When the flashers are on, it's like crying wolf and we don't react as quickly as we normally would.

No, if you think it’s too dangerous to drive without doing something illegal like driving with your hazard lights on then you should just pull over and wait.
