Yeah it's truly bananas. I'm used to seeing homeless people relaxing on corners, but these are full on encampments that won't leave until they're chased off.

I usually run by the Capitol on my running route and recently have to go a block or two in either direction because of the mass of dregs that hang out there.

Is it just me, or does this make the homeless guy a little bit likeable for some odd reason?

In BR, the Siegen Lane camp has been growing steadily, they have a little tent city behind the Shell station next to Po Boy Express. Just makes the whole area less desirable.

In the 1990s I saw a homeless dude in NOLA stand right next to a drive thru window, within reach of drivers’ windows but where the employees couldn’t see him, and beg customers for money.

Has it ever crossed your mind that certain mayors have issue strict orders to law enforcement to not arrest or otherwise deter the homeless population? It has occurred for the last several years in LA, SF, Portland, and Seattle. Their position spread to the east coast and now to the larger urban areas of the south. Quit bitching about the police. This is a political agenda, not a law enforcement one. There are a number of documentaries on it regarding the west coast origination of this and the resulting increase in property crimes and overdoses.
