If she is able to steal more Money from the taxpayers, she won’t have to steal as much from little old black ladies when they die.

Oh, it's a long drawn out saga that was depressing to follow.

You see, the vote took place before the scandal broke, but close enough to it that the money wasn't administered. When the council tried to discuss the issue, they were essentially cut off by supportive members with walk out protests, insisting the money was the COAs and there was nothing to discuss.

Eventually enough cowardly members caved to reverse their promises and green light it.

I still don't understand why there are no lawsuits about that, if not even criminal proceedings depending on how she did it.
