No, eating too much does. Of anything. If you are in a caloric deficit and eat sugar you won't get fat.
That said, it is much easier to eat too much if you're eating hyperpalatable foods that contain a mixture of fats, sugars, and salts. A diet high in sugar and poorly sourced fats is also a ticket to many health issues.

HFCS is indeed a sugar chemically speaking, it is an "additive", it is a sweetener but it is still one of the basic easily metabolizable sugars (sucrose, lactose, fructose, maltose, and glucose).
The underlying problem with obesity is the social engineering the government does with foodstuffs. They highly subsidize the crops used to make the least healthy foods which makes them the cheapest per calorie at the retail level.

I think you have it backwards. For example, corn is highly subsidized but it was never subsidized to specifically make unhealthy food.. companies found a way to use corn to lessen cost because it's so cheap because it is subsidized. I'm terms of $/calorie it's a fantastic achievement, unfortunately it also means that calories are overly available and we're all getting fat.
