This is a great point actually. We have all kinds of restrictions on what Fed Gov employees and Military personnel can and can't accept (like meals and bar tabs) yet it seems there are no rules at the local and state level.*
Ever been in Ruth's Chris in Baton Rouge during a legislative session? You can sit and watch your elected officials being wined and dined by god knows who. Literally buying their votes. I would bet my next paycheck the Sheriff hasn't bought a meal or drink in a while.
*Before anyone says it, I know the Fed level people abuse the shite out of the system and break the rules. I am just saying at least they have rules.

If I remember correctly from ethics training back when I was a government employee, there is a state rule. The lobbyist or contractor or whomever has to share the meal with the government employee in person, and there is a cap as to how much you can spend per government employee who is present.
Now is any of that enforced? Probably not. Unless someone goes to the ethics board with proof of a violation or something.

I think the loophole is the limit is a dollar amount per person invited.
