Sound barrier fencing - help please

I have a neighbor who likes to play music entirely too loud and it prevents my family from being able to enjoy our back yard sometimes. Before we have another kid, I'd like to build a fence on the property line that is constructed in a way that gives us privacy as well as blocks some of the loud sound.
I've thought about a metal fence but I do feel like that would bounce the sound waves right back toward him and greatly reduce the amount of sound that comes into my yard and home. Only problem is that just seems like it would be ugly in my back yard.
To remedy the ugliness of it, I've considered erecting an 8' metal fence then attaching 2x4's to my side of it, then placing fence boards onto those 2x4's. This way the I don't see the metal and looks much better from my side.
Another idea I have is building a regular 8' wooden fence then attaching radiant barrier insulation to my side of the fence, then adding more fence boards on top, effectively sandwiching aluminum radiant barrier between the fence boards.
I'm not so sure that last option will work, though it would be much cheaper than a metal fence with wooden fence boards on my side of it.
Before you say to call the cops on the loud neighbor, I've already spoken to law enforcement about the issue and they said that even though it's loud enough to damn near hear what song he's playing inside our home, his music isn't loud enough to break any laws so there wasn't anything they could do.
What's the OT's opinion on this? What's the best way I can construct an 8' fence that blocks sound as much as possible? Is 8' even high enough in the first place? I don't mind building a Trump-style wall if I have to.

Just be sure to put it 8” inside your property line.

You will never block sound with a fence. Shrubs and trees are the only answer.

I’ve already spoken to an attorney about that. A fence can be built directly onto the property line if I want to. As long as none of the fence material protrudes onto the other side.

When he starts playing his music...hire a bunch of gay dudes to dance in your back yard and get all loud and fruity. Have some of them make out near the property line. He’ll stop, unless he’s gay also

i'm curious. have you tried to have a conversation with the guy? or is it too late for that? or maybe start a social media (facebook / nextdoor) campaign against this douche? have any of the other neighbors bitched about it?
i would go with your 2nd option. then increase the sound barrier with some italian cypress trees planted close together against your fence line.
between the 2 fences. your sound proofing material, and the thick italian cypress, you should see a noticeable difference in the noise level. i would hope.

This. Unless you want to invest in specialty baffled fencing, like by the interstate, and you are talking big bucks for that. I would look at clumping bamboo and banana plants if I was you. Build a jungle on the property line.

You will never block all of the sound but a combination of fencing, thick shrubs & tall trees will help. Also consider a small pond with water effects to help. Inside the house you can add some white noise machines to help.

A wooden fence will not block enough sound.
In that case, my old neighbor had an 8' solid brick fence and it was a good sound barrier.

Oh yes I have. He still plays the loud music, though. I'm wanting to dampen the sound because when we have another kid, that baby will sleep in a room close to his side and I'll be damned if his shite is going to wake that infant up all the time. frick that.
