I don't understand the hate for bamboo here. If you get clumping bamboo, it will not take over and the roots don't go down very far so it would be rather easy to get rid of it if you change your mind in the future.

Have you tried talking to the neighbor about the music volume?
Fencing isn't going to do much to block sound unless it's completely sealed: a standard picket fence isn't going to do much, you'd need something like a tongue-and-groove style. There is stuff that is made to be sandwiched between fence boards to block sound called Mass Loaded Vinyl but to build the fence capable of blocking sound along with this stuff is going to get very pricey.
Once again, if you haven't talked to the neighbor that should be step 1.

I don't think italian cypress is going to do much, all the spaces between will just let sound through. There are better varieties similar to the Italian Cypress. If using plants it needs to be more of a hedge-like plant. Ligustrum, Holly, Privet, Leyland cypress, or even azaleas if it's an evergreen variety.

Use the Google...type in "Reflective Acoustic Fencing" and "Acoustic Absorptive Fencing"...this will give you an idea of the two different approaches.

But apparently it's not that loud because he said he spoke to police about it and the noise is below the limit.

1) Talk to him, if that doesnt work,
2) Call HOA, if you have one, about it, if that doesn't work,
3) Call police about noise violation, if that doesn't work,
4) Sue him for sue him for interfering with enjoyment of your property,
AND THEN, LAST OF ALL if that doesn't work,
5) Spend your money on fancy fencing and shite
There is no reason for you to spend your money when he's the one being an a-hole.
It might even do you well to have all the surrounding neighbors write a letter expressing their disdain for the volume of his music and outlining their willingness to call the police and/or sue him for his actions.

Not sure where you live but be sure to check permit requirements. In a lot of parishes in the city limits a permit is required for any fencing over 6ft.

I'm a Landscape Architect and deal with sound issues from time to time. An 8' fence is not going to baffle much sound, even a brick wall will not do much. 8' is just not tall enough....20' tall would provide some sound baffling. Vegetation is an even worse solution unless you have a 20 wide area with dense vegetation. The combo of fence and 1 row of shrubs will not do much. My opinion is you will need to deal with the sound or convince him to turn it down.
