the article is clear that she wants to move and sell the old one.
And use Municipal Auditorium which isn't big enough and the old VA.

They need to blow up the current city hall and build a baseball stadium

while wagging her finger at my face
I have a friend who practices SAMBO. He goes all over Ukraine and Russia to train. He taught me a nifty trick for when some shitbag is pointing at your face or your chest. You quickly reach up with your dominant hand and make a fist around the offender's fingers. Then, you drive your fist toward the other person's face, then down and about halfway back between the two of you. Then you forcefully drive your fist straight down. If done correctly and viewed from the side, the motion looks like you're drawing a question mark in the air after you grab the shitbag's fingers.
Humans are very strong when pulling their arms back toward their body, but comparatively weak when pushing away from their body. The shitbag's natural instinct when you grab their finger and start driving it toward their face is to push back. Once they start doing this, you use their own strength paired with yours to get the fingers into position for the explosive drive toward the ground, which they won't be able to stop.
As your fist drives toward the ground holding their fingers, your biomechanics demand that your fist rotates, bending their fingers up and toward their body while the rest of their hand is being forcefully driven toward the ground. This move will dislocate or shatter whatever fingers are in your grasp. This typically reduces someone's will to continue the confrontation.
If, for some reason, they do not resist in the first step when you're driving their fingers toward their face, then you just punch them right in the face while you're holding their hand and preparing for your second strike.

But if we are spitballing why not move them into old Charity Hospital? Something needs to go there. It’s a historic building.
Then tear down city hall and make it an open tailgating area for the superdome
Too good an idea. Will never happen.

To be fair that Animal Farm guy sounds like a raging neckbeard. I've heard more coherent things from Sid from Jefferson.

Sometimes you cant help the situation.
So, you just want to move on and start over.
But when you do, the old system doesn't want to let you.
It seems like it's destined to be a race to the bottom.

It has been looked at extensively. If I remember correctly the cost to renovate the building to put City Hall and the Court house In there would be close to the amount for a new building. There were lots of design hurdles involved in renovating.

Who gives a shite? It doesn’t effect my quality of life. Maybe they should use the money to renovate the building they already occupy?
The only solution for the current city hall is demolition.
Oh crap, we don't know to do that, either.

I heard the cost to make ADA compliant and up to new code is prohibitive.

is the Muni Aud still operational?
It hasn't been fixed up since Katrina, that is what the 41 million in FEMA money is for.

If City Hall was privately owned, and we had actual government inspectors, it would have been condemned by now. It's that bad. And that building has ZERO historic value, and the costs to fix it up to something approaching decency are insane.
City Hall needs to move.
Now that we have that settled, where do you move it to?
Charity is off the table, there is already a redevelopment in process, and the costs of that redevelopment require a "highest and best use" of significant income generating property, not a government building.
Now, I'm pretty much of the opinion that the same argument can be applied to the VA Hospital. It, too, needs major remediation, the cost of which probably justify a profitable enterprise.
The Municipal Auditorium, as a full-functioning city hall, makes no sense. As a place for council meetings and hearings, etc, sure, I can see that.
Honestly, the best plan would be to build an office building / complex around/into the auditorium. You already have a ton of parking across Basin St. You could build more around it.
Like others have said, I think the city can do more with less space. I'm sure it could be designed in a way that would lessen the impact on Armstrong Park / Congo Square.

Why did the city let fricking city hall deteriorate to where the only alternative is to demolish it?
There are 1,000 year old buildings on this Earth still in use. City Hall was built in the 1950s.
Facilities with the resources of a large city should last much longer than that as required maintenance should be a given (I realize it is not).

This is true about so many structures in mid century America. Interstate systems, buildings, works programs.
Maybe it is the built by lowest bidder mentality that we used then.

Most of what he wrote/said is quite possible. He should have left it as such. But then he has to virtue signal his T.D.S., why? I guess to get citizens of New Orleans to buy into his sincerity? That was totally dumb, and showed he cannot separate issues or see good things where they may be happening (economy, foreign-relations, drawing down the military from engagements...)
The Municipal Auditorium, reportedly, still has Katrina water inside. It needs to be restored to its original purpose: Mardi Gras balls, concerts, dance reviews, graduation ceremonies, boxing.

Why did the S&WB let the pipes and pumps go to hell?
Why did the city let the roads go to hell?
I mean, we all know that decades and decades of neglect and lack of basic maintenance got us to this point.
Still need to deal with the issue at hand.

I would not oppose this, but I wonder if it is necessary?
After 15 years, all the groups that used it have moved on and adjusted. Most of the stuff you mention now happens at the arena, the Ponchartrain center, the Alario Center, or the Convention Center. None of which were around in the heyday of the Auditorium in the 60s and 70s.
