You don't just have FEMA funds in an account. You complete the project and seek reimbursement for FEMA.The City has hundreds of millions available from FEMA that it hasn't figured out how to use. There's likely more than just 41m available from the claim against the Municipal Auditorium, but they've been recklessly raiding pots of money.
They're not available for operational use, only capital expenditures.

Would be demolished for another billion dollar private project with massive long term tax free benefits. Private funding moves in for free down payments on the projects and no risk. Rich get richer and the taxpayers pay for it all again.

Didn't Armestrong Park flood? And the current City Hall didn't.
There was enough space to serve the people of New Orleans twenty five years ago. Now there are fewer people living in New Orleans , much less working in New Orleans, so WTH does the building need to be larger?

A few things here:
The old VA hospital is a mess and no one will take it on. The city is probably the only possible tenant to get that place back going.
The current city hall is unfit because they’ve let it get that way. It’s not just her, it’s Mitch and the boys as well. A business could really turn it into something nice with even a little upkeep.
There’s a few things in the works for charity hospital. That’s not an option for the city as it actually has value. Believe it or not.

Have you been to that building? It is a total dump, I would be willing to bet maintenance costs are through the roof. I doubt many companies that employ as many people as the city does would continues to operate out of that building.

What business do you speak of? They have pushed out many of the viable business that used to call NOLA home.
