Simply looking at it for office space it wasn't a terrible idea. The location and lack of accessibility weren't good.

I don't think they would have a problem finding booking the Municipal Auditorium if it was opened again. It is the perfect size for a lot of functions and right on the edge of the quarter.

I just spent a couple hours getting an occupational license for my home-based consulting business. I had to pay one fee by check at the One-Stop permitting office on the 7th floor and then pay a 2nd fee at the Finance office on the 1st floor. Why can’t we pay both fees simultaneously?
I’d be worried that a 2-city hall arrangement would require many people to go from one to the other to complete transactions. I’m opposed.

The only way it would work would be if say council/mayor offices / chambers were in one place, and EVERYTHING else was in another place.

Also, there is no reason that One Stop should be collecting checks. That's a big part of the problem with the corruption going on. When you are done at One Stop, they should send you down to finance and have you pay down there. They need to centralize fee collection.

I actually think NOLA has too many 2000-8000 seat venues for its size right now with the Mahalia Jackson next door, Saenger, UNO, and Xaiver's new arena. That said, I think a covered amphitheater-type venue at that site would definitely be competitive with all of those venues.

I am in that neighborhood a few times per week. There is rarely anything going on in Xavier's arena other than basketball, as far as I can tell. I could be wrong and will acknowledge, if so.
