You are talking about street lights, not security lights, right?
There are three ways I've seen this done.
Electric company replaces - electric customers pay for it
HOA replaces - HOA members pay for it
Government replaces - taxpayers pay for it
In any event, you are paying for it.

I had no clue we pay for the street lights in our neighborhood
We have several out in our neighborhood & everytime I go online to report it, the website crashes. Now that I know I pay for those, will definitely be making a phone call.

I was a little confused by this since the lights are on one side of the street. So why does one house pay for the street light that benefits the whole street? If that is the case turn "mine" off.

Usually, if the street is public, the city will pay the utility. If the street is private, the neighborhood pays. If it is private security light, the specific customer pays.

I pay about 30.00/month per pole mounted light at my commercial buildings. They maintain them and replace photo sensors when needed (at no charge).
