What would you recommend? Contacting the city first or have them come out and look at it first?

I would find your main line clean out. It’s going to be a PVC cap sticking out of the ground somewhere between your house and the road most likely. Open it. If it’s filled up with water, the blockage is distal to that. If not, it’s between there and your house. You may have additional clean outs that might be helpful if the clog is towards the house. You can try to snake it based off that. I was recently charged $400 for a similar issue where they used a water jet. All they are are glorified pressure washers with a long high pressure hose.

You can also buy a little bulb that hooks up to the end of a hose. The bulb swells up to block off the pipe while allowing water to move down the pipe. Even though it isn't high pressure, the water push is still very powerful and will clean out a lot of clogs. Not sure what the bulb is called but probably any hardware store would carry it.

I used it several times on a kitchen sink drainage pipe that ran through the yard and into the woods. Eventually I dug it up and replaced the bad sections of pipe as it was a recurring problem. Found certain sections busted and dirt would eventually clog up the pipe.

Open your clean out by the road. If nothing happens, open the cleanout closest to house. Prepare for a lot nasty shite to come up those pipes and a huge mess outside. Better outside than inside though.

Have you had any construction work around your house/neighborhood lately? Directional Boring Machines are known to damage sewer lines

Yes. It was because of a clog, likely caused by me flushing paper towels. It was absolutely disgusting.

It was a short run from the house to the main line, maybe 8 feet? Since we had only bought the house a few months earlier it was all covered under the 1 year home warranty, but I recall the bill was about $2k. The roof sprang a leak 4 months after that, and that was a $15k bill that we thankfully did not have to come out of pocket for either. At 24 years old, I didn’t have the funds for either disaster after shelling out for the 20% down payment. 7 years on we haven’t had any more serious issues.
