May have been is a better estimate. Earth’s surface one had much more water than today. It took a long time for the water to be mixed in with the rest of earth’s ingredients via tectonics.

Yes, and what the article doesn’t state is that the Universe has evolved over that 2.4 billion years, making such an event occurring today very unlikely.
