School Zone Speed Limit - Summertime

Does this throw anybody off during the summertime when school is out for the majority of students, but technically school is still open for some students?
Let me explain. I drive through multiple school zones on my way to work. 2 of the 3 school zones I drive through have the flashing lights turned off during the summertime. (The other school zone does not have lights; just the normal school zone signs). A buddy of mine who is a police officer let me know that you can absolutely still get a school zone speeding ticket during summer school hours as it is still enforceable by police. Google also confirms this to be true in Louisiana.
So, I clearly see school buses pulling into schools in the morning. I've seen some kids walking to school with their book sack on (neighborhood school I drive through close to my house). This specific neighborhood school has had the school zone flashing lights turned off during morning hours since late May.
Is there some sort of misunderstood grey area that I am unaware of? Because if I got pulled over for going 30mph through a school zone during the summer while the lights were not flashing, I would have undoubtably challenged the police officer if this happened to me a couple of weeks ago. And lately I've been slowing down through the no light flashing school zones with this new knowledge I received from my police buddy. Most cars I see driving through this specific no flashing school zone definitely aren't driving 20mph during the summer months.
I got a school zone speeding ticket when I was 18 years old back in my prime and it was a court mandated ticket for several hundred dollars. I've been a good boy since (outside of summer months for 20 years), but now I'm questioning everything.
Thoughts.

Don't the signs state School Zone Speed Limit XX when flashing? If they are not flashing, how is it enforceable?

Not sure about summer but a buddy did get a school zone ticket in Winfield on a Sunday Morning.

In my experience in Georgia, some say flashing, others (most often the ones without lights) have time windows on them.

The signs without flashing lights will just show times when school zone tickets are enforceable and say, "School days." I just don't know how someone is supposed to know if school is in session during the summertime.
I guess I'll just take my gripe to the city council

There's one by my house that always flashes, whether it's a weekday, weekend, holiday, or summer. Always catches me off guard.
